Why turn an MP3 into an MP4?
MP3 is audio only. Many video platforms, presentation tools, messaging apps and TVs accept video files and nothing else. Wrapping the audio in an MP4 with a still image solves that without changing how the recording sounds.
The result is a regular video file: one picture shown for the whole length of the audio. Because the picture does not move, the video part takes very little space, and the file is only slightly larger than the audio itself, about 1.5 to 2 MB per minute.
